Access Is Embedded

A minimum of 5% of seasonal seating capacity is reserved for structured access allocation, including students, SNAP-aligned participants, and neighborhood youth partners.

Once the $18,000 infrastructure baseline is secured, allocation expands proportionally — up to a full dedicated rotation.

Access is not an add-on. It is part of the operating model.
